Commission Proposal - CBAM Revision

The Commission has published its proposal for a targeted revision and “strengthening” of the CBAM Regulation.

A revision of the Regulation was expressly foreseen to take in to account the lessons learned in the first phase of implementation. But, this has been published as part of a much broader ‘simplification package’ addressing reporting obligations on companies.

It includes proposals for:

  • additional exemptions for importers of ‘small quantities’ of CBAM goods

  • simplified reporting obligations

  • changes to the calculation of embedded emissions
