Changes to the product scope of the EUDR enter into application

In July 2026, the Commission published a draft delegated act amending the product scope of the EUDR. Commission Delegated Regulation (EU) 2026/2102 was published in the Official Journal on 16 September 2026 and entered into application on 17 September.

This delegated act amends Annex I to the EUDR. Whilst there are a limited number of additions to downstream products including soluble coffee and palm oil derivatives, a number of other products have been removed from the scope of the EUDR including as regards retreaded tyres (rubber products), soya beans for sowing and leather products.
